Messenger Plus! is a plug-in, Windows Live Messenger must have to be installed before using it. Messenger Plus! enhances Windows Live Messenger function. I only discuss setting notifications here.

First, at the menu of Windows Live Messenger choose Plus!→Preferences & Options...You'll see the above windows, click on the Options tabs and Events Notifications Tab, click Add button.
